Question / Help All audio delayed. (No capture card)

Hello,
I would like to apologize ahead of time if there is a post somewhere with a solution for this, but I have not been able to find one that works for me. If there is, please point me in the right direction. All audio is lagged by 3 seconds. This includes desktop sounds, in-game sounds, and my microphone, all if it is delayed equally. I am on a single PC setup, so I am not using a capture card. I have tried adjusting the audio delays but they will only go to -700 when that is not enough. If I could just figure out how to delay my video feed by 3 seconds it would fix it, but I have not been able to have this work for me.

EDIT: I record most of my streams for highlights, and this delay is in both the stream itself and the recording.

set your audio ofset back to 0 then raise your scene buffering time. maybe to 1400ish? then record a small scene and then adjust your audio offset by your new delay timing
 
post your logfile. Its under the help menu and copy the link here. Make sure you are not syncing audio to video
