Question / Help A little help, buffering on twich all the time

Hey there, a little specifications 1st.
Intel I5-4660 4th gen. 6Mb cache.
radeon r9 270x
8gb ram
average upload 4,5mb/s

Ok, now then i followed whole NerdorDie (thanks) guide, my personal setting is Max bitrate/buffer size 3300kb/s, using full hd 1920x1080, trying to stream in games like WoW, LoL, sc2, d3 and hs. Trying, beacuse twich most of the time buffering my video there, when i check OBS upload rate it raise from 4000 to 2700 kb/s with stable 30fps.
My question is, why twich buffering all the time, makeing streams totally not watchable.

Ah, im using win 8.1 64b and 32b obs
 
I did, but also used obs estiamtor, with average upload which was 4500kb/s and it told me to use 3500, i made it down to 3300, still didnt help.
 
You're still using excessive bitrate for not being partnered.

You need to turn it down further to reduce buffering.

2000kbit and 720p30 video
