9700k-@turbo 2080-Stock 16gb 3000mhz Encoder Overload Issue!

I have been trying to stream recently however my computer is being a pain in the rear. I am not to sure what the problem is, turned down all my overclocks on my GPU and power limits, ran benchmarks for stability and I cant seem to figure out what's going on here. back in the day OBS studio Versions 21-23 i didnt really have issues with this encoder overload and I was streaming 900p 60 fps.

Now:
I am attempting to stream to YouTube, I'm playing my game in a stretched 1600x1080 resolution and using the base canvas res of 1920x1080 with a downscaled res of 1280x720 with a framerate of 60 fps and 32 samples (lanczos) high process priority and VERY minimal on my scenes with no transitions. I am going to attach all of my OBS logs from yesterday as they are going to be different as settings and little things were changed. the most recent log was from this morning right before making this post. I used the OBS analyzer and fixed all the "issues" that it said could cause issues. I dont see why my 2080 would even have issues streaming 720 60. I am really trying to go for 1080 60 here if anyone has any help or answers please drop them below. im 100% at a loss for words and I've done the most research on this topic that I could have before coming here.

i ran that yes. on the last 5 logs. until there was no more critical or warnings. I just reverted back to 27.0 OBS version and im gonna run a test 1080 60 stream to see if my issues still persist.
