Alright...what is your question, though? If you're just wondering why your upload rate has dipped, you'll have to ask your ISP. How are you certain that your ISP isn't throttling you?

Anyway, this is not an issue with OBS.

I'm streaming league of legends fine for like 30 minutes than my ping spikes to like 400 and stays there, and then I do a speed test as shown above with the streaming off.. It definitely is not throttling because my ISP used to throttle years ago but they don't do it anymore, also my neighbor is under the same ISP with a shittier internet package but yet streams fine?

Well, you'll have to ask your ISP. This is not an OBS issue. ISPs are not known for being terribly honest companies.

Our program creates a network connection and sends out data. Beyond that, it has no control over anything in else in regards to your internet or connections. Anything related to internet or connection is not really something we can help with, outside of recommending settings for the program.

Guess I'm stuck in a situation then..

If I use OBS, I get that upload speed issue however

If I use xSplit, my upload speed is fine BUT my fps is absolutely crap in game
