Question / Help 720p60fps settings?

Hei guys, I'm looking for some 720p60fps settings with no lag at all. my PC isn't very good but I think it can handle with some pretty good settings. I'd like to be high quality with no pixels at all and 60 fps. I've tried a lot of different settings, but nothing worked. Everytime I try to record on 60 FPS, the quality of the video skip frames every few seconds (high encoding cpu usage)

PC SPECS:
CPU: AMD Athlon II X3 455 3.3GHz (triple core)
GPU: GT 730 2GB 128bits
4gb of ram

edit: I only want to record Minecraft on 60FPS

a 3 core Athlon II will barely hold up 720@30 so I dont know what you are thinking that you believe your CPU can handle encoding + gameplay.

If only local recording follow these instructions but do not use the CRF command at all
