What I want to know is if there is any difference in the stream in 720p preset fast with 3500 bitrate and bitrate 2500
And also know that I can compensate for quality, for example.

preset = fast
720p 60fps +
2500 bitrate

equals

preset = faster
720p 60fps +
3500 bitrate?

I doubt going from faster -> fast will have the same visual improvement of going from 2500kbps -> 3500kbps. The main factor in visual quality in this case is the bit rate.

Of course, you can always just try it and see for yourself.

to achieve a decent quality around 5000-7500 bitrate but thats not anywhere near really good with high motion games

When it comes to messing around with presets and bitrates, the only way to know is to try it and see. I will definitely tell you that going down a preset will NOT make up for cutting out 1000 bitrate. Generally I've found that you can save 150 to 300 (absolute best case scenario) by lowering the preset and maybe changing a few x264 parameters.

You are in for a lot of experimenting, especially because everyone's opinion on "quality" is pretty subjective.
