Question / Help 720, very poor quality?

I'm running at 720, and it just very poor quality. At times, it looks like 480i... You can barely read text at times. Like this (max Youtube settings): http://i.imgur.com/6peIJFq.jpg

Shouldn't it be crisp? Am I missing something?

Specs:
-i7 920
-14GB RAM
-GTX 770
-SSD
-30 down, 5 up

Settings:
-Encoder: x264
-Use CBR, Use CBR Padding
-Bitrate: 3000
-Default audio settings
-FPS: 30
-Downscale: 1.5

The video is compressed with reduced chroma/color resolution, 1280x720 have chroma resolution of 640x360. This makes red small text very hard to read on a dark background.

OBS have no option, but OBS-Multiplatform can use output colorspace i444 or RGB to keep full chroma resolution. But this will use h264's high444 profile and will greatly reduce twitch's viewers compatibility.

Youtube quality may get poor as it re-compress everything that are streamed and uploaded.
