Question / Help 60FPS

Main thing I can mention before anything else without even having any system specs is make sure your monitor's refresh rate is EXACTLY 60.000000Hz, otherwise it will stutter due to a serious timing bug in OBS. 59fps is smooth for some, and stutters for others (including me). Even a deviation of ~0.001Hz will make the recording stutter occasionally.

I have a i7-4790k with a GeForce GTX 980 and a 5Mbps upload

and what games are you planning to stream?

usually i would recommend 720p30 with 2k bitrate for unpartnered streamers

but since you want 60fps and probably play some intense games i would recommend 720p60 3k bitrate
will you cut off viewers? yes you will and you will probably have buffer issues due to the bitrate even though you arent dropping frames, obviously those problems may not be happening to you but it is possible. (even at 720p30 2kbitrate)

as a baselane, since you didnt say what game you are about to stream, i would stay on the veryfast preset

What about capturing console systems with a USB capture device? Do I need to make sure the console is outputting exactly 60Hz? I am getting a glitch every few minutes that is visible in both preview and stream. Not sure I'd call it stuttering. An example can be seen in my most recent past broadcasts: http://www.twitch.tv/flashkube/profile/past_broadcasts
