Question / Help 3300bitrate 45fps 720p vs 2500bitrate 30fps 720p

Is it really worth to boost those 800bitrate ? As nonpartner in terms of quality. My whole point with streaming was that I was able to transfer videos over twitch to youtube in better quality. I have 5mbits but after 3000 bitrate my upload gets unstable for some reason. Opinions guys ?

Or perhaps I should use 2500 bitrate with fast/faster preset on 30fps ?
I have i7 4770k 4.6ghz
8gb ddr3 1866mhz
gtx970 4gb highly oced

id do 3000-3500 if you can at 30fps
and if you lower the preset you take more work onto your cpu for obs to reduce the bits you have to uplaod
so faster with those settigns
no point doing 45fps as it wont look any diffrent
