3090 Higher Usage than my 980Ti

Hi,

I just got a 3090 and put it in my machine, I have updated all drivers for windows, GPU & OBS. My issues is that when I was using my 980Ti for livestreaming at 1664x936 downscaled from a base canvas of 2560x1440 it would only use 20% of my GPU (this is when streaming and not streaming, it didn't effect its usage unless I was recording for some reason). However I have tried test streaming with my 3090 (no settings have changed) and all of a sudden it is using 60%>, does anyone know why this might be & how to fix it?

I have provided 2 log files, one from my livestream a few days ago when I had my 980Ti installed and one from today with my 3090 installed.

**Update**
I get 60%> GPU usage if I record or if I use the Replay Buffer, this isn't a normal GPU usage for a 3090 is it? I do still get an idle 20% GPU usage on my 3090 same as my 980Ti. Anyway of knowing why this is?

Are you sure your 3090 is running at max clock speed during your monitoring? GPU usage is relative - 60% of 200 MHz idle clocks is less than 20% of 1400 MHz full clocks.

It is using around about 60% while no games or programs are open whenever I have a replay buffer or recording active, it is sitting around 17% right now idle and 20% streaming. I have my bitrate set from 20,000 down to 8,000 for my recording (20,000 was recording fine on my 980Ti & changing the bitrate didn't effect the usage, it was still 60%>). And not sure about Max Clock Speed, if thats the same as the Task Manager usage then its around 60% (which imo is very high for a blank screen with a small webcam active and 2 overlays. When compared to what the usage on my 980Ti)

Another note:
When ONLY Streaming it is 18%.
When ONLY Replay Buffering it is 25%
When Replay Buffering + Streaming it is 50% (I downscaled my recording from 1440p base canvas to 1080p, which is why it isn't 60%> now.)
Streaming + Replay + Recording is the same as just Streaming + Replay, same goes for just recording.

These are 2 more test I have done while playing video games, one was streaming without the Replay and the other was with the Replay buffer.
