2000 bit rate stream

Your 12900k should have plenty of headroom. Give x264 a shot, with really low bit-rates it should produce a better picture than NVENC.
It did have plenty of headroom ^_^ The start of this thread i was running x264
Both perform admirably, both have very very similar outputs in quality, and with the 12900k i was able to chose any of the presets at 30FPS

I never once had hardware frames loss, i never even had network drops on OBS, with the current help of this group i have managed to get a much crisper image, and have managed to get from 576p to 655p (probably why its looking crisper)
so maybe i will give this a shot tomorrow after i finish work so i can compare the NVENC and x264 with the new updated settings ^_^
 
I noticed you were originally using x264 after I posted. But, figured you may have switched to NVENC based on the above suggestions.

What i found kind of wierd is, using NVENC i was about to hit my ping limit every game but it was saved by that networking settings
however using X264 + the network settings i never spiked in the red at all, so X264 looks like it wins the vote here on a networking side
Visuals i kinda like the colors a bit better on the X264 as when i was using NVENC the light from the sun hitting the grass just seems to make it so vibrant that it starts to blend together,
and finally even though there is slight blur this will be the stretching on my monitor taking a 654p video and playing it on a 1440p monitor is never gonna look entirely smooth, but you can certainly see the smoothness when looking at it from a phone etc etc
