There are multiple ways
One easy way is to select one mic as the mic source on OBS and have the other in 'listen' mode from sound control panel, making the 2nd one be heard by the default audio device. You would have to mute by hand the second one though.
More complex setups can be acchieved with software like Virtual Audio Cable
