2 different refresh rate monitors problem

I have read that using 2 different refresh rate monitors while recording can cause stutter or tearing due to a windows allocation bug or something like that. I have a few question about that:

1. I'm wondering if this problem still exists today, or whether it is fixed.
2. Whether it also applies to having a second display with a different resolution but same refresh rate.
3. Whether this problem only occurs when using a dual pc setup with a capture card, or also on a single pc setup (without a capture card)?

I have found this quote from user qhobbes who replied on a thread where the user was using 2 1080p monitors with different refresh rates:
" To fix this issue, we recommend updating to the Windows 10 May 2020 Update."

So I guess this problem is fixed? Could anyone please confirm this?
 
It's fixed with that update. Also, don't forget to turn on Game Mode, which is another setting that now works really well with OBS.
