Question / Help 1080p 60fps Issue

Hello.
I just want to preface this by saying I am aware that most users are unable to watch 1080p 60 streams, but they are able to lower the quality on their end if needed,and I'm looking for the absolute highest quality possible because I make youtube videos out of funny clips.

I am having an issue where when I try to use the Elgato HD60 at 1080p it has a really weird lag. I'm not skipping frames because my webcam works fine, and when I check the CPU usage even with it running at 1080p 60fps I'm only topping out at about 92%. I'm using the NVENC codec because my CPU just isn't able to handle it. My specs are:

Processor- Intel(R) Core(TM) i5-4440 CPU @ 3.10GHz, 3101 Mhz, 4 Core(s), 4 Logical Processor(s)
GPU- Nvidia GTX 970
8GB RAM
Asus motherboard
Windows 8.1.

Like I said, I don't skip frames, and I can run at 720p 60fps without any issue whatsoever. However for some reason when I switch to 1080p it just gives out and I just can't get it to run well. I'm using the high performance preset, with the main encoding profile. Encoding 1080p@60 with a 3500kpbs bitrate. Any help would be greatly appreciated.
 
You should generally leave the NVENC preset on its default value, so that might be something to try unless you've found documentation for the presets, understand why you chose the one you did, and have seen superior results.

I also haven't seen NVENC reliably encode 1080p60 video at all outside of Shadowplay, and considering that the quality is terribad (both because of streaming bitrate restrictions and NVENC itself) I'm not sure why you would ever want to do this even with partnership. A 720p30 or 720p60 stream would look far superior and actually be accessible to more than a handful of viewers.
 
OK so that's probably it. My i5 processor can't handle 1080p at all let alone at 60fps. I guess I gotta work towards the i7 if I wanna do a good 1080p stream. I was looking to do this because for 720p, the bitrate has to be crazy high to be good quality. I was going to use the Elgato software itself but it needs an i7 anyways so there really isn't much of a point. The only solution is getting an i7 apparently :(
