Question / Help 0 kbps/dropping frames after 30s of streaming

Hello, i've encountered this issue lately, when i try to stream it will start, jump up to my bitrate (1200), then after 30s the colour will start to rapidly change between green yellow red green yellow red without droping any frames and staying at 1200kbps. After 10 seconds of that, the kbps will start to drop and eventually go to 0. I've streamed for about 7 months and never had this issue before. i've tried all the things mentioned in this thread https://obsproject.com/forum/threads/dropped-frames-disconnecting-lag-read-this-first.8870/ the things that could have caused the problem were the firewall, the network software , i updated my network driver, i've tried to check for throttling, but shaperprobe says "Server busy or measurement aborted. Please try again later." , the only other thing is that i installed AVG antivirus, but idk if that is causing the trouble since i started trying to stream again after 2 weeks i installed it, and uninstalled and nothing happened. Btw i live in chile, my ISP is VTR and the twitch server i used to stream months ago was san francisco, now i stream in sao pablo(Idk if this information is useful but y'know)

The log is attached, i think it may be an ISP problem, but if it were i should have encountered this issue several months ago and not now.

I've already used that, the sao paulo server gives me 1600 kbps and 50 ms, but its not the problem since i still experience the dropped frames in any server i use
