Everything set up correctly butt still blury youtube live video

Literally tried everything but still getting a messy and blocky recording!
I tried everything to fix this blurry blocky mess but nothing worked I tried increasing the bitrate to 60000 kbps still nothing it's the same I tried lowering it cuz I saw a forum post saying too much bitrate can also cause problems but still nothing I tried using x264 still nothing tried using...- Loper_720z
