Literally tried everything but still getting a messy and blocky recording!

I tried everything to fix this blurry blocky mess but nothing worked I tried increasing the bitrate to 60000 kbps still nothing it's the same I tried lowering it cuz I saw a forum post saying too much bitrate can also cause problems but still nothing I tried using x264 still nothing tried using NVENC still nothing tried to record a easy to handle game like Muck and minecraft still nothing I think I have tried everything can someone help me please :(

Settings:
Priority set to medium
bitrate set to 16000
profile set to high
encoreder set to NVENC
preset set to Quality
keyframe interval set to 2
recording format mp4
using 1 audio track
resolution 1920X1080
psycho visual tuning on
using 320 bit audio bitrate

specs are an i5 10400f and an rtx 2070 8g armor and recording to an ssd monitor is an msi g241 1920X1080 144hz

Use simple mode and pick one of the recording presets.
