jrDockie (save and load window and dock layouts) 1.4

I could not figure out a good way to release two separate releases so this download zip includes the working version for OBS30 and for new OBS31 beta.

I've attached the precompiled dll zip to this update for easier downloading. But you can also download from github (and get source):

This release is windows-only (64bit).
Mac+Linux users I just need to find someone who can do the build.

To install:
Just copy the dll into your obs-plugins/64bit folder.
