Zero luck with USB video devices (please help)

I am attempting to do a dual cam live stream for my workplace. I'm running a Dell Latitude 5490 with 8 gigs of ram and an Intel i5-8350 CPU. My two cameras are a GoPro Hero 9 and a Canon EOS Rebel SL2.

I'm connecting both cameras to the laptop via capture card. The Canon is a direct hardline connection with an HDMI to capture card (blutec) to usb 3.0 setup. The gopro is connected to a hollyland mars 400s receiver and transmitter. HDMI between the transmitter and camera. HDMI to capture card to usb 3.0 on the receiver side. I know both cameras work, and they have worked today. However, they are so inconsistent in their operation that I am afraid I am going to have a repeat of a failed livestream I had only a couple weeks ago (using streamlabs obs with that one).

Here are the problems I have:
  1. The cameras need to be reconfigured every time I plug them in.
  2. The cameras freeze during transmission (believe this is fixed).
  3. The cameras show up as blank/black images in my scene, and cannot be reconfigured.
  4. The list of USB devices shows gray previews until I click on the integrated webcam which works, but will sometimes replace any other device I attempt to preview
Due to the nature of the project, I am under a ton of stress, and could really use some advice to get this working consistently. I have two weeks till the event, and no way to cancel it if it doesn't work.

Issue 1 is the completely blank screen that shows up when I try to connect the camera again.

Issue 2 is the large number of "devices" that show up in the list that I cannot find a way to delete.

I have no clue what is going on, but I hope one of you does. Please assist in any way you can. The whole thing is making me feel tired.

Here's the log in case you need to see it. Keep seeing DShow: Run failed (0x800705AA): Insufficient system resources exist to complete the requested service. There are no usb hubs for the cameras, so I wonder if the PC is just not powerful enough,

yeah, I'm using a capture card to get around that issue. Seems to work minus my other problems.

I connected using USB3 but there currently is no sound from a GoPro9 with USB connection. There is obviously a limit on the length of USB cable that can be supported.

are you using a capture card? I got sound out of mine, but I have the media mod, and the hdmi cable coming from that.

Just a suggestion but are you sure you are using a USB data cable as opposed to a USB charging cable? I lost hours chasing that one trying to diagnose a Zoom h4n pro audio interface not working...
