Youtube Video playback issues while streaming.

I did some searching and really couldn't find anything like this issue so, here goes.

When streaming to Twitch, I often pull up YouTube videos to watch sometimes, and lately, almost 9 out of 10 times the video playback in YT acts there's a buffering issue....it'll play for a few seconds then stop, behaving as if it's having data rate issues. If I let it sit there it'll start playing again for a few seconds then happen again. No idea why this is happening but it's only when live streaming. Here's a few details:

-Data rate is not and issue, I have a 1GB up and down connection.
-GPU usage isn't an issue, I have a dual setup with a 3090 and a 2090, with the 2090 solely dedicated for encoding and the 3090 to handle everything else
-This ONLY happens with YouTube videos, and ONLY while I am live. Other video sites are fine.
-Changing the quality options of YT videos does not change the issue.
-This is on a fresh install of Windows and using latest OBS release.
-Hardware acceleration within Chrome doesn't affect the issue.

Any ideas?

Neither do we.

But, I do know for a fact that your nerfing your 3090 more than 30% by having the 2090 installed.

It's actually around 24% for the FE, but that is a lot of performance to waste. Passmark test results for my 3090 @ x8 4.0 & x16 4.0.

Careful with that! Look at what copyright actually is and means. It's not just a tool for the big players to be arbitrarily mean with.

Figure out who *actually* owns the content that you're using - it may not be the original creator - and get their permission in writing, for the exact thing that you're doing with it. The law is surprisingly granular on this, to prevent people from asking one thing just to get the okay and then doing something else that would not have been okay. And the owner does hold all the cards. You don't.

Get them to give you that exact "trump card" - permission in writing for the exact thing that you're doing - because nothing else will prevent you from getting shut down and fined into oblivion. And even then, you may still have to spend of bunch of effort to defend yourself. Just because you haven't seen it close to you, doesn't mean it won't happen to you. These things tend to be random shots out of the blue.

Of course you haven't noticed any issues, it's been nerfed since day 1. That being the case, you also have no idea how awesome your 3090 is as it's basically operating @ 3060 or 3060TI levels.....

Thanks for your insightful reply that addresses absolutely nothing about my issue. Been streaming for over 8 years btw, I know exactly what the pitfalls are, besides the fact that you don't even know WHAT I'm streaming from YT. Could be royalty free videos for all you know. Anyway, thanks for the...."help".

Could, yes. But the vast majority of "New Members" here, don't have a clue about anything. They don't care about laws, they don't care about what others are doing with the same tools, they don't care about the history and underlying reasons for why things are the way they are. The closest they might have ever been to copyright might have been academic plagarism, which is NOT the same thing! (thank you, public non-education system) They only want to stream their game, or whatever else just popped into their head. Look up the case of MxR Plays vs. Jukin Media, or LegalEagle's commentary on it:

So because most people look like MxR Plays when they first get on here, you kinda need to differentiate yourself right off the bat. NOW, you have, but originally, you didn't.
