(YouTube Streaming issues) - Bandwidth throttling/ capped?

Hello, I am running into a strange bandwidth/network issue. I am moving over to Youtube from Twitch. I was doing a test 1080p 60FPS stream on Youtube.

OBS was set to

- 1080p 60 FPS
- NVENC
- Video Bitrate: 20,000
- Audio bit rate: 320.

OBS reports a 80% dropped frames. OBS is showing that I am only outputting at exactly 2,500kbs or 2.5MB. It seems like something is throttling or capping my bandwidth to Youtube?

I normally stream at 6,000kbs on when I was on Twitch and had no issues with bandwidth.

I can't tell if my home network, Youtube, or my ISP doing this. Any ideas on how to check?

ISP is Comcast. Has anyone experienced similar issues when streaming to YouTube?

Its your bitrate setting for 1080p@60. Its way too high:
Video Bitrate: 20,000

For 1080p@60, the highest bitrate is 9000.
