YouTube Stream Blurry

hello, I am having issues with all of my youtube streams being blurry. I have tried everything known to man and cant figure it out.
PC Build
Ryzne 3900x
Rog Strix 2080ti
Trident Z 32gb Ram
1tb SSD
2 tb HD
download speed 986mbps
upload speed 42mbps
When i view the stream on youtube is shows green health but the quality is not 1920x1080 it looks worse then that and is blocky.
I have attached my settings, I also do not get dropped frames or any performance issues showing up on obs.

Use high profile. Keep in mind youtube will always re-encode your stream to a lower quality. Try recording locally to get an idea of the quality you're generating.
 
Then why do other streams from people look better? I have people who have 10 subs look just as good as people with 1 million subs.
