Hello

I have not encountered this the last time I streamed a few weeks ago, Recently OBS updated today before streaming too, so maybe something in the update is causing this?

But I have noticed when I stream on youtube i get the error - YouTube Not Receiving Enough Video, in OBS the bitrate keeps dropping from green to red and there is a lot of dropped frames.

My upload is 5MB, I have a 3080 and an AMD ryzon 7 x5800

Unfortunately speedtest.net and other speed-testing websites are 99% useless for livestreamers.
They throw out the worst results to give a 'high mark' for speed that should more closely match general consumers' expectations.
Problem is, OBS and livestreaming in general relies on minimum constant throughput available... that very 'worst results' data that speedtest throws away.

For Twitch streams there's a tool to check that data, R1ch's Twitch Test tool.
Unfortunately, YouTube has specifically disallowed running direct bandwidth and quality tests to their ingest servers, so there isn't a YT equivalent.

It absolutely is an issue with your network connection to the YouTube servers though. Dropped frames are always a network issue.
