Before i go any further, i want to say that yes i have read the sticky about freezing stream and that is good information. I just want to double check there isn't nothing i overlooked in my side.
Like said, i'm new streamer and loving it. Only problem is that the stream is lagging for some, and others see it just fine. Most absurd thing being that i can see my stream fine, but my neighbor is having this constant buffering every 2sec or 20sec depending on day.
My connection is 4g because i cannot have cable and it sits in 24m/10m speed
I'm not sure what information you need so i just post my whole dxdiag and normal stream night obs file
