Did you try OBS Studio instead? Also check if you have QuickSync available as Encoder. You might need to enable the internal GPU of the CPU in the BIOS and connect a screen once to one of the mainboard video output ports. In my case, I had to enable iGPU multi monitor support in the Asus UEFI bios and swap the monitor from the Nvidia card to the mainboard HDMI output. Since then, I can use QuickSync, e.g. 1080p@60 using LA-ICQ 20/100 for extremely high quality without any issues (it does neither really use the CPU nor GPU thanks to the hardware encoder integrated into the CPU).

You are trying to stream 1080p60 on faster Preset thats never going to work, either downscale by 1.5 (1280x720) and use 60 fps or stream 1080p30 but in both cases leave the Preset at veryfast

I have tried all of these and it still doesnt work.. Do you think it could be internet because it just started out of no where a few weeks ago and my internet has been acting up since then. So could it just be bad internet or what? I know it says 90 mbps down but it still has been acting slow so maybe i will just try to get my internet looked at.

Your Connections doesnt really affect choppyness except if you maybe described the wrong Issue.

I dont have quick sync as an option how do i enable it?

All help I can give with that I already gave. Your CPU definitely supports QuickSync. If you have your display connected to your GPU, then it's likely that the integrated graphics unit of your CPU is disabled by your mainboard. I had to enable multi-monitor support for that integrated GPU and connect my display once to the mainboard's HDMI output (really just once, the QuickSync option stays available even after reboot unless I disable the multi monitor option again in the BIOS). It might be different with your mainboard / BIOS.
