x264 overloaded encoding at around 20% CPU load

When I first installed OBS two days ago everything was working fine. But yesterday the obs encoder was acting as if my cpu was over loaded. According to the OBS CPU indicator it was using a 20% max of my CPU. I confirmed with processes lasso. My entire system usage is maxing out at a whopping 51% during recording. OBS is currently refusing to use all of my available processing power. Is there a setting I'm missing, a cross program issue that would cause this behavior. It's random looking and i have tried reinstalling obs, video card drivers, changing then resetting options with both. I can get full cpu load with benchmarks and what not so I don't believe its my 3900x causing the problem.

x264 doesn't scale perfectly to the number of cores, especially when using slower presets (which operate on more data per thread). Using slow preset with main profile is also somewhat counterproductive, you'll get much easier quality gains simply by switching to high profile.
