Isn't it that you need the whole file for this so x264 can make a reference file how to use the bits? If this is true it won't work for streaming since you have a continuous datastream.
rc=crf is forced even if you want rc=2pass because of the way streaming works.. and with the right parameters you can almost always get way with just 1 pass when encoding offline to a container file.
