If i wanted to stream 720p and not 900 would i have to change resolution in WoW as well? OR just downscale on OBS? and would or can it make my stream smoother in any way?

you can just downscale. Encoding in lower resolutions requires less resources, so you should see some improvement. That said, reducing native resolution should help your performance as well, at least somewhat, but of course, it'll not look as good.
