Pretty simple problem, I suppose.
When I am streaming WoW, and when I move (which is almost always and very frequently), the stream quality is extremely blurry. Not really experienced in OBS, so I am not sure how to solve it or improve it.

Just a note regarding the log, in the contents for video settings you can see my FPS was set to 60. This was just a test to see if it made any improvement from 30, which it did not. Streaming at 30 or 60 FPS provides the same blurriness, although I cannot tell if it's better or worse with either.
