If you're planning on downscaling, that's good. 1080p60 very hard on your computer to stream, and Flash is such a hog that it's very hard for viewers to watch as well. 720p60 is much more reasonable.
You have a couple more affordable options. The most affordable is the
AVerMedia Live Gamer HD. It can take a 1080p60 input, downscale it on the card, and capture it as 720p60. (It can't capture at raw 1080p60 though). It only captures HDMI in, and comes in around $180-200 USD.
The other option is the
Micomsoft SC-512N1-L. Don't be offput by the Japanese build, because this is one hell of a card. It is more expensive than the Live Gamer HD ($350 USD) but for that extra price you get full 1080p60 capture via RGB, Component, Composite, and of course, HDMI/DVI.
That's for PCIe cards. If you are looking for a USB 3.0 card, look no further than the
XCAPTURE-1, also from Micomsoft. It's basically the SC-512N1-L in a USB 3.0 box form. You'll need a D-Terminal->component adapter to capture Component-in, but otherwise it's largely the same, including up to 1080p60 capture for all the above formats. Just make sure that you have a compatible USB 3.0 port: it only works with Intel and Renesas USB 3.0 controllers. Definitely the most solid option for portable capture on the market, IMO.
If you're on a budget, the Live Gamer HD is a great card, but if you're willing to spend the extra money, the SC-512N1-L is a fantastic buy.
