Question / Help Would purchasing a video card help with OBS?

I currently don't have a video card in my PC and am looking to get one since I really can't even locally record without it having either bad quality or having the error that says I am using to much CPU. I have tried everything that was recommended in the sticky post above but it did not help. Or is it because this desktop has bad specs? Mines an i34130 with 8gb of RAM. It was just a thought that maybe because I don't have a video card but I could be wrong.

First you should put full specs here, do you play any games and what settings do you use in OBS. Im using Phenom II B95 ...

And im using 3x 720p cams, very high settings on x264 and 2500kb/s bitrate with 30fps and quality is not bad. Im not using dedicated GPU.
