I really wanna get streaming on youtube done but my upload speed it less than bad. I want to know whether or not it's possible to stream, and the best settings for it too, if possible. Thanks!
Question / Help Would it be possible to stream well with an upload speed of 0.39?

Possible yes, but don't even bother. When I had 700kbit/s upload the quality was very bad, even with only 480p resolution.

As BK-Morpheus said: Technically you could stream, but only in such a low quality that it makes no sense.

0.2mbit(200kbit) because you still need room for audio(quality will also be terrible) and a little headroom

I've had to do this before.
It will be difficult, but it depends on what CPU you have mostly.
If you have a beast of a CPU throw slower or veryslow cpu preset at it. 300bitrate, with 64bitrate audio.
You'll want to use 240, or 360p at 15-20 fps with lanczos filter.
Stick to cartoony, (i.e. flat color palette) games, or old retro games, NES SNES. or games with little to no movement. (turn based rpg)
If you do this and you see too much blocking, flip encoding mode into advanced and use ANIMATION tune. It will deblock quite a bit, however it will add more blur.
But at that upload speed, you gotta do what you gotta do. Just realize almost no text will be readble with any of these settings.

Forgive me if this is a dumb question but what is Animation tune?
For some x264 settings like Tune, internet search might show what it does.
