Would Graphics Card Help?

I'm on a fairly powerful PC:

Processor Intel(R) Core(TM) i7-8700 CPU @ 3.20GHz 3.19 GHz
Installed RAM 32.0 GB (31.8 GB usable)

Whenever OBS is running, my fan whirrs like crazy, even though CPU Utilization is only around 25%. Any idea why OBS causes it to do that? Would it help to have a more powerful graphics card? Info on that is attached. Utilization is low, but the fan is whirring. I'm not recording or streaming at the moment.

If it's your CPU fan, try using ThrottleStop with the Disable Turbo option checked.
If still having issues, then
 
Chances are good your CPU is just coming up to full speed, and your cooling solution might be underperforming with your set fan curve. Might need to re-paste, or just get a quieter fan like a Noctua.
