Question / Help Worse fps with better rig ?

Hello guys
I ve recently upgraded to a new pc but the thing seems to render really bad frame rate on my stream,
My old rig had a 4790k, 2080ti 20g ddr3
and now i play on a 9900k 2080ti 32g ddr4
i used to stream in 1080p 30 fps or 720p 60 fps (i play in 2560x1440 165hz gsync)
Good stream quality at 6000 bitrate ( i have a great connextion around 15mbps upload)

I really dont get it at this point,
the only decent streaming frame rate i get is by playing in 800x600 or using v sync
Other strange thing is that the frame rate on the game is really good when im on another window
i tried nvenc/ x264, lowering bitrate ... doesnt matter
i searched for the option to limit the captured frame rate but i did not find it
Everything led me to think that its caused by the huge frame rate obs has to record
But what i really dont understand is why it did not happen on my other pc

Is there a reason why you're using display capture over game capture as seen on the first log? I didn't go through them all but the first one looked too obvious. Otherwise the CPU upgrade made your RTX 2080 Ti use much more GPU power making it very GPU limited to OBS and it needs some spare GPU power to run OBS well. To keep it running consistently for this case, reduce your FPS limit in-game below your minimum FPS. If the game doesn't have such option, use Vsync with the monitor set to 60Hz.
