Question / Help Working with Audio Sources in OBS

The organization I work for wants to use OBS to livestream virtual events by having panelist/speakers call into skype and bringing their video feeds into the program. We're also incorporating promo videos into the stream. We've been running tests with the setup, and would love some help addressing the following issue.

When we switch between scenes the audio mixer attached to the sources for each scene will switch as well, resulting in the audio cutting out for a split second during the transition. This also becomes problematic during discussions between panelist where they're having a back and forth; we wouldn't want to completely cut off a panelist's audio when we switch to another scene.

Is there a way to only have the video feed switch/transition, and to have a master "mixer" with all the tracks on throughout the broadcast (then just mute tracks we don't want to play)? I'm sure I'm not the only person to run into this issue, so would love to hear other's workflow for live events/galas dealing with multiple audio sources.
 
Audio devices you add in Settings > Audio will be present in all scenes and should not be interrupted when you switch scenes.

Audio devices placed directly as Sources inside of Scenes may be interrupted by transitions, or will be muted if you transition to a scene that does not include that source.

If you mean audio from files, make sure the properties for that source have "restart when active" unchecked.

We're using skype NDI for our panelists, and if we use the first workflow of adding an audio device in settings, we would need a third party audio capture app to route the skype audio feed correct? Do you know of any free apps for PC? Also, is there a way then to mix the levels of each individual speaker then route it into OBS? Your help is greatly appreciated!
