Question / Help Won't stat at a constant FPS in OBS?

So I have tried 60 fps, 30, 44 all over but no matter what it always dips and i'm not losing frames when it's doing it. So when I set it to 60 fps it will sometimes dip to 35 or so and all over above that then sometimes it will stay at 60 fps. If I even change it to 30 FPS it will dip below that but only when it's at 30 FPS so it just doesn't make sense. It makes it look very choppy through obs when it dips. I stream at 2700 on a 1440p gsync monitor that I downscaled to 720p. I have 2 GTX 980 Ti's so youd think it would handle it.

SLI doesn't help OBS' performance (in fact it's more likely to hinder it)
