I dont see photoshot in the capture, only CSGO so not sure. might switch scenes then switch back. it could be that PS was on your main display and might be somehow conflicing but it shouldn't.

on another note, reduce your bitrate to 2500. you dont need 2500 with 720@30.

The different is, that you use less upload speed. That let your stream quality get down. But more people could watch your stream. All bitrates above 2500 is at least recommend for twitch partner. If you arent one. A lot of people could not watch your stream because of buffering.
