Please clarify
Your initial sentence would indicate you couldn't download, but uninstalling implies you already downloaded
So what exactly is your issue?
I just checked
Download | OBS (obsproject.com) and the 64-bit Windows version downloaded without issue
Are you referring to OBS64.exe as a shortcut on your local PC? if yes, then most likely you have a local PC issue, which you happen to notice with the OBS shortcut. Or did you create a shortcut, and after the uninstall/re-install, re-installed to a different directory so now the shortcut is invalid (user error)? if yes, delete the shortcut, and use the new one that the install created (basic Windows OS operation, not unique to OBS)
