Question / Help Wired obs with i7-4770k and gtx970 4gb , 16gb ram

can any one help me with my obs ? i built this pc recently , but i had this problem with my old pc too.
i got a :
i7 4770k
gtx970 asus 4gb
16gb ram hyperx 2600mhz
net 32mb d , 11mb/s u
and my stream looks so much pixelated when the game has motion and my settings are
encoder x264
use cbr
maxbit 2000
enable cbr padding
downscale to 1270 - filter bilenair 60 fps and disable areo
use multithreaded optimazation on, process pirority class high
x264 cpu present very fast
encoding profile main
keyframe int 2
use cfr
and it looks litarly shit. any helps ? all i know is i would need some custom x264 settings , but i dont know how to do it :C

Glad I can help.
Here are my settings:
Using x264 Encoder I have Max Bitrate and Custom Buffer Size at 3500 (CBR Padding enabled), you don't have to use 3500, 2500 should be just fine for you
Custom Resolution: 1920x1080, downscaled to 1280x720(1.50)
Filter: Bilinear (fastest)
FPS:60
Scene Buffering:700
x264 Preset: veryfast
Encoding Profile:main(better compatibility with Twitch Mobile)
Keyframe Interval:2
Use CFR checked
