That laptop should be up to the task, presuming you are aware and careful about background processes/tasks, and avoiding default (or otherwise) Operating System settings which are CPU hogs.
I'm suspecting a problem with your video feed into the PC. My recommendation is to troubleshoot audio and video feeds to your OBS PC outside of OBS (ie OBS not running/started), ideally using OS native apps/tools. Once you have drivers, connections, etc working as desired, then gets those sources working in OBS. And avoid WiFi unless you are capable of real-time WiFi traffic monitoring (and very few people are)
And is that a typo and you meant UltraStudio Recorder 3G? assuming yes
Have you made sure using stable firmware drivers (and no, I don't know if that is latest, or an earlier version)
And by move, are you meaning about subject motion, or possible cable/grounding glitch in the physical cable connections?
have you tested with BlackMagic's desktop software to view the video feed?
