Windows flickering black when OBS is open

For about 2 weeks now I've had an issue where when OBS is open (or discord for that matter, seemingly any program that records the screen) individual windows on my screen flicker. I'd like to stress that the whole screen does not flicker, only individual windows on that screen, and only when they overlap. None of the windows are touching, its fine, but if I pull one up over the other it start flickering as does the window behind it.
Additionally, I cannot seem to record it, since in the recordings it does not flicker.

I've tried searching for OBS or discord related threads but all I can seem to find are people discussing when the whole screen flickers, which is not my issue.

Specs that could be related:

• Windows 10 Pro 20H2 Build: 19042.746
• OBS Studio (latest version)
• Gigabyte RTX 2070 8GB
• Dell U3415W 21:9 1440p monitor
• Display Port 1.4 connection

UPDATE:
Not sure what the root of the issue is, but by rolling back my NVidia GeForce drivers from 461.40 to 450.89 it removed the issue.
