Windows Capture not capturing off-screen windows

It simply won't capture parts of the windows that are out of screen.
I have been using obs for a while with no such issues but I switched to a new PC and now I'm facing this problem.

This is just a guess, but what I think is happening is the GPU and/or Windows doesn't render/update the part that is offscreen since you can't see it. Since it's not being rendered/updated, OBS can only capture what is.

That's what I thought too. Do you have any idea what caused them not to render?
I have been searching online about this and can't find anything

My guess is that the GPU and/or Windows only renders what is visible to the user to save resources.
