We never actually got to deal with the low bitrate causing low quality part, we only got to a stable base never got to improve upon it...

As Zimmy said, increase your bitrate to 6000.
If you see the line below in your logfile then you need to decrease your bitrate:
05:50:51.237: Output 'adv_stream': Number of dropped frames due to insufficient bandwidth/connection stalls:
Just decrease it by 500 or so until you don't see that line, then decrease it by another ~300-350 to allow room for background apps on your PC to communicate.

Before I upgraded to a Ryzen 1600, I had an i5 2500 non-k and there was no way in hell I could do any sort of streaming or recording with x264, it just didn't have enough cores to handle the workload. Especially with upgrading to Windows 10, which I am glad I did after I optimized it as much as I could as it has much improved memory management and far better stability overall.
