Question / Help Windows 10, OBS, and DX9 Games

Just upgraded to Windows 10 but now if I try to stream or capture a DirectX 9 game, the FPS drops to around 10. I've tried numerous games and it seems the only ones affected are DX9. "Hand of Fate" can launch in DX9 or DX10/11 mode and I confirmed one works while the other drops to 10 FPS. I have tried switching from x264 to NVENC, changing bitrate, with and without local recording, only capturing the game with no other sources such as CLR browser, process priority, CPU preset, and disabling Xbox GameDVR but nothing works. Any help would be greatly appreciated. Thanks.

monitor capture and put your game in a windowed mode?

Tried that as well. Sorry I didn't mention it originally. I'm working on very little sleep lately and it was a miracle just to put my thoughts together enough to get out my original paragraph lol. I restored my Windows 8.1 backup image just to make sure and everything works fine so it has something to do with Windows 10. I also tried OBS MP and it did the same thing (and some games it wouldn't capture at all).
