Question / Help Windows 10 Issue: Stream will drop below 60FPS yet show no change in program

Hey guys, I stream primarily on twitch and ever since I built my new PC and upgraded to Windows 10 I've been experiencing issues with regards to my stream clarity.

I stream at 720p60 with a 4k bitrate with the fast preset.

CPU: i7 5960x OC'd at 4.4 GHz
GPU: Titan X
Camera: Panasonic GH4 using a Magewell capturecard

Issue: When starting the stream, clarity will be smooth and in 60 FPS but upon alt-tabbing in a game or switching scenes, the FPS will drop to around 30-45 FPS whilst still showing 60 FPS in the OBS program. It becomes noticeable with gameplay as the framerate for the WHOLE scene drops to that framerate. I don't know if this is a Windows 10 issue or a configuration issue as I used to stream with the same camera and bitrate on a i7 4790k using the Quicksync encoding with little to no issues. CPU usage is absolutely minimal in OBS as well(around 12-14% at full load). Wondering if anyone has insight. I've been experiencing this issue in both OBS(64-bit) and Multiplatform(64-bit).

OBS has serious performance issues when capturing DX9 games in Windows 10 TH2 (Build 10586). I'm guessing that's what you're trying to do, despite me not having looked at your log. Happens to me as well, I can't stream 90% of my game collection anymore. Might just have to jump over to Xsplit.

Also, this happened earlier .. Trouble starts at the 20 sec mark. That's the worst I've seen yet.
Thank god it was just a local test. In-game is butter smooth, and also notice how OBS is stuttering in the entire scene (the tiny animation in the lower right corner). It aint pretty.

Ah I seem to have found a fix - So far I've tested with 3 games that OBS had issues with and they are gone.
Find the game .exe and set it to Windows 8 compatibility mode. That should clear things up until a proper fix is released.
 
Compare this video to the video above, way wayyyy smoother. Perfect! Win8 compatibility mode. I can finally stream again!
 
Unfortunately no, I was trying to narrow down any issues. Basically a lot of frames were skipped in the first video, not due to encoder lag though. 2nd video had maybe 0.1% skipped frames.

Windows 8 compatibility mode for the game I play (CS) induces a bit of input lag (the difference you would get if you switched between Fullscreen and Fullscreen Windowed)

I still think this is an issue that needs to be resolved as OBS on my 2nd monitor is extremely finicky when in Fullscreen mode. I have to tab out and back in multiple times just to retain 60 fps on the OBS capture window.
