Bug Report Windows 10 fps drop

So today I installed Windows 10 because it got a lot of good reviews, and everything went well. I installed all my drivers for nvidea and opened up the game I always play, counter strike. The game ran well at around 200 fps, but when I opened up obs and started streaming, my in game fps went down to 30. I tested some other games out it the same thing happened. Here are my PC specs: Gtx 660, amd fx (tm)-9590 Eight-Core Processor 4.7 GHz, 16 gb of ram. Again running on windows 10 just messed things up. I am up to try anything to fix this and who knows maybe it's just something new with windows 10 that obs hasnt been optimized for. By the way when I streamed on windows 7, nothing went wrong and I had no frame drop in obs or game. Thanks Guys <3

Did you happen to install the latest update for windows 10? MS apparently changed some stuff with directx 9 again, preventing OBS from capturing with the GPU.
