Question / Help Windows 10 and major PC slowdown

So over the past few days (first time using OBS on windows 10 in months) i've been experiencing very strange lag the second i start previewing or recording with OBS. Its like the whole computer just slows down, making dragging windows around lag behind and clicking anything becomes almost impossible for some reason. Probably the weirdest thing i've noticed is that although my first monitor is lagging behind, the second monitor is just as smooth and unhindered as ever.

I've checked my memory and CPU usage while recording and they never go very high and i never get any sort of high encoding errors so i dont know what the problem could be?

I have tried using the multiplatform version of OBS as well with no success, still the same lag.
This has mostly been happening with monitor capture which i know is bad, but it was working fine when i had used OBS on windows 10 months ago. Also i used all the same settings on windows 7, and at the time i had a worse PC than i do now.
On the multiplatform version even using Game Capture is causing the lag, and i'm not sure about normal OBS.

The only thing i can think of is maybe OBS is conflicting with another program?

I may have found something: I updated my Nvidia drivers and that auto disabled Shadowplay. I then tried recording with OBS again and it went completely smooth, but when i tried to enable shadowplay everything began to slow down again. Im guessing there is some sort of conflict between the two programs?
