Window Capture of covered window

Window capture will not work when OBS is in full screen. If OBS is a smaller window it will capture a window behind it. If I maximize OBS it stops working.

Windows and/or some apps stop rendering an app to conserve system resources, if they detect they are not visible. There's nothing OBS can do. If they are only partly obscured, they still render and can be captured, but if they are minimized, their rendering may be stopped.
