Capturing the twitch chat always seems to have weird issues. Does this happen with other browsers?

It's not necessarily OBS, actually. The Twitch.TV chat is glitchy in and of itself. I've had multiple windows to the same chat open (for example, once on channel and once in Moobot's control panel) and one would not update while the other would. Not capturing them or anything, just... having them open and either one would not refresh/update correctly.

Was this a double capture of the exact same window? Because that should indeed update properly.

Sorry for the late response: Yes it was a double capture of the same window.

I have not tried this in a different browser, it might indeed be a problem within the way OBS handles a window capture of chrome on my computer.
I am fine with using monitor capture for this since i got the screenspace. It's just something that caught my attention and who knows, it may result in other errors as well.

I have found out how to fix this issue, of course it may cause other problems when using other sites. The culprit appears to be Hardware Acceleration. Disabling this allowed OBS to view the browser as a window instead of a "game". In chrome you can find it withing the settings, advanced settings, all the way down at the bottom under system. This worked for me, hopefully it works for you.

Thank you to G33kling! I've been attempting to place a Twitch chat overlay on my stream, but it was a static image - that is, it never changed to reflect the changes happening in the window. I had this problem in both Chrome and Firefox.

Many suggestions was to enable Aero - but I already have it running, so I was tearing my hair out to fix this.

I wanted to chime in and say that disabling Hardware Acceleration in Chrome (Settings > Advanced Settings > System) fixed it for me. Hope others with Aero and the same issue find this helpful!
