Bug Report Window capture issue (SOLVED)

Whenever I try to set up a Sub-Region this occurs, and when it is moved it resets back to the middle of the monitor and my mouse keeps going where I want it put.

Why aren't you using a browser source to capture the chatbox instead?

Its not only chatbox it's every window capture I try to set up and I'm not aware of a browser source, this whasnt an issue before but when I got a new GPU and changed my resolution this has started happening
